Las cenizas del Ejército Libertador de Juan Rodulfo[/caption]El partidismo de la Fuerza Armada ha sido refrendado desde el Tribunal Supremo de Justicia por la Sentencia 651 del 11 de junio de 2014, la cual valida la intervención de sus integrantes en actos políticos del PSUV: “la participación de los integrantes de la Fuerza Armada Nacional Bolivariana en actos con fines políticos no constituye un menoscabo a su profesionalidad, sino un baluarte de participación democrática y protagónica”.
La participación política de los militares en el régimen chavista ha sido central, y por ello el papel protagónico de los militares en cargos relevantes del Gobierno, de la administración pública, en programas insignes y en el manejo de recursos estratégicos. Las dos razones que sostienen la mayor participación de los militares en el Gobierno y en las diferentes ramas del poder público partidista son la imagen de los militares como buenos administradores y la necesidad de garantizar una seguridad ampliada -económica, política y social- para preservar la revolución con la presencia militar en todos los ámbitos de la vida de la nación.
Desde el inicio del régimen chavista se comenzó a generar una presencia masiva de militares ocupando cargos en la administración pública, como ministerios, viceministerios, despachos de la Presidencia, gobernaciones, empresas estatales y, en un conjunto, de instituciones que eran usualmente lideradas por civiles (Buttó, 2010). Esta mayor presencia llegó a proporciones nunca vistas durante el periodo de la democracia representativa, constituyéndose en expresión propia del pretorianismo y, por lo tanto, de un retroceso democrático (Irwin y Langue, 2004; Irwin, 2010; Irwin, Langue y Castillo, 2007; 2009; Irwin, Buttó y Langue, 2006; Buttó, 2010; Buttó y Olivares, 2016).
Los gabinetes presidenciales desde Chávez han tenido una alta presencia de ministros de origen militar, lo que se ha acentuado con Maduro y particularmente con la crisis, hasta llegar a 38% en julio 2017, donde aproximadamente un 40% del gabinete de gobierno es de origen militar.
Los militares, activos o en retiro, se encargan de la orientación y la toma de decisiones de carteras estratégicas para el proyecto político como el despacho de la Presidencia o ministerios como los de Relaciones Interiores, Justicia y Paz, el de Alimentación, de Producción Agrícola y Tierras, el de Vivienda y el de Hábitat y de Energía, entre otros, además de los tradicionales como los de Defensa y de Fronteras.
El Ejército que conocí, por supuesto el del Siglo XX, con sus deficiencias y fortalezas, contaba con Instituciones Académicas de Alto Nivel, como las Academias de Formación de Oficiales, el IUPFAN, la Escuela de Idiomas del Ejército y la Fuerza Aérea, las Escuelas de Estado Mayor y el IAEDEN, donde el personal se podía desarrollar en la carrera militar. Adicionalmente existía la oportunidad de intercambiar con Escuelas Militares de Estados Unidos, Latinoamérica y Europa.
No era perfecto, debido a la proliferación de grupos de poder antagónicos, la corrupción y la falta de interés de sus líderes y los gobiernos de turno, en mantener la calidad y el profesionalismo dentro de la Institución, razón entre otras por las que pedí mi pase a retiro, con apenas 7 años de servicio y luego de haber alcanzado el grado de Teniente.
No era perfecto, repito, pero tampoco era la burla de la sociedad y las naciones del mundo.

Los Indígenas en el Socialismo del Siglo XXI de Rodulfo Gonzalez[/caption]El Capítulo VIII de la Constitución, constante de ocho artículos que van del 119 al 126, garantiza el derecho de nuestros indígenas a existir como pueblos y comunidades, organización social y económica, cultura, usos y costumbres, así como idiomas y religiones.
Además, el 8 de diciembre de 2005 la Asamblea Nacional, presidida por Nicolás Maduro aprobó, firmó y selló la Ley Orgánica de Pueblos y Comunidades Indígenas. Por otro lado, el 8 enero de 2007 el teniente coronel (r) Hugo Chávez creó un Ministerio para los Pueblos Indígenas con el fin de proteger a los más de 40 pueblos originarios existentes en el país. De igual modo, la fiscalía general de la República, mediante directiva número 0012, del 21 de julio de 2016, estableció los lineamientos sobre asuntos relacionados con la competencia de la jurisdicción especial indígena. Sin embargo, esa estructura legal y burocrática, muy al contrario de lo afirmado por la titular de ese despacho en enero de 2020, Aloha Núñez, en modo alguno ha servido a los fines en ella expuesta, porque nuestros aborígenes práctica mente están desamparados en materia social, sanitaria, ambiental, cultural, etc.
En julio de ese año, por arbitraria decisión del Consejo Nacional Electoral, se les privó del derecho a elegir a sus representantes ante el parlamento como lo contempla la Constitución, es decir, mediante el voto secreto y directo. Lo insólito de ese atropello contra los derechos políticos de los pueblos indígenas es que se haya aprobado por unanimidad. En el socialismo del siglo XXI, las condiciones de los pueblos originarios han empeorado a términos solo comparables a la era colonial. Nuestros indígenas son despojados de sus tierras, en zonas mineras, por militares de las Fuerzas Armadas en contubernio con bandas delictivas, son asesinados tanto por estos como por grupos irregulares colombianos, son sometidos a esclavitud, son perseguidos inclusive en territorio brasileño y son excluidos de programas de atención alimentaria y sanitaria causando altos grados de mortalidad, desnutrición, etc.
Uno de los caciques de los tiempos coloniales, Guaicaipuro, ha sido convertido en símbolo del chavismo, al extremo de que sus presuntos restos reposan en el Panteón Nacional, identifica a uno de los programas de dádivas del régimen y sustituyó a Francisco Fajardo, hijo de una cacica margariteña como denominación de una importante avenida caraqueña, que el pueblo igualmente sigue llamando por su nombre original. Podría pensar un lector desprevenido que la abundancia de leyes y burocracia para favorecer a los pueblos originarios se traduce en bienestar y progreso para ellos.
